The Rail Regulatory Body did not see any need to change the infrastructure charges for the timetable period of 2022

On 8 June 2021, the Rail Regulatory Body issued a decision in the case “Claim for a revised decision (complaint) by the VR Group concerning the infrastructure charges published by the Finnish Transport Infrastructure Agency in its network statements for the years 2021 and 2022".

With regard to the infrastructure charges published by the Finnish Transport Infrastructure Agency in its Network Statement for 2021, the Regulatory Body did not investigate the case, because the claim for a revised decision (i.e. the complaint) was not submitted within the deadline. With regard to the infrastructure charges (basic component of the basic infrastructure charge as well as the additional charge for the use of the electric supply equipment) published by the Finnish Transport Infrastructure Agency in its Network Statement for 2022, the Regulatory Body rejected the claim for a revised decision and removed the case from processing without a need to change the infrastructure charges.

In its decision, the Regulatory Body reviewed, among other things, the recent development measures of the calculation methods used as the basis of the infrastructure charges for the timetable period of 2022. It was found that, as the manager of the state-owned railway network, the Finnish Transport Infrastructure Agency has in many respects developed the reporting practices it uses to determine the basic infrastructure charge, the cost control and the methods; however, further development will still be needed in the future. As a whole, the latest calculation of the infrastructure charge was made on a stronger basis than before, and no grounds for revising the charges were found.
